«We live in the interconnected, diverse, inconsistent and fragile world which has entered a critical stage of the historical development». The modern world under the influence of global threats and calls moves to global accident. To prevent it is possible only together, on the basis of the coordinated actions of all world community. All states of the world have to operate as a uniform reasonable organism within the limits of the general Strategy of development of a human civilization. Working out of such strategy is extremely necessary under the guidance of the United Nations.

Underground waters are one of sources of water supply and one of the major mineral resources. In the conditions of accruing deterioration of a surface water fresh underground waters are quite often unique source of maintenance of the population the quality potable water, protected from pollution. The satisfaction of current and perspective requirements of the population of Russia in qualitative potable water gets the increasing social and economic value.

DEVELOPMENT OF THE INTERNATIONAL COOPERATION FOR THE DECISION OF THE ACTUAL PROBLEMS CONNECTED WITH WATER

In 2003 the General Assembly of the United Nations Organization named the period 2005 – 2015 International decade of actions on preservation of waters («Water for a life»), having designated the purpose of this decade development of the international cooperation for the decision of the actual problems connected with water. The international practice of use of the transboundary water objects, based on sustainable development principles, assumes the coordinated actions of the states of pools of transboundary water. It needs active works in questions of conducting water economic politic, use and protection of the water objects, regulated by the international contracts and agreements.

The world community began to give more and more attention to water problems. Unfortunately, to these problems have paid attention only when it became clear that third of population of a planet has no access to pure water, suitable for drink. It is even more people in the different countries suffers from hunger: in these regions there is no the water necessary for cultivation of agricultural production, the foodstuffs. This factor became one of the main reasons of processes of migration which have got out of hand and deliver many efforts, generate many problems in socalled «the developed countries». For many it has appeared unexpectedness that Russia has faced the same problems also.

VNIIGM executed 85 years. Throughout many decades the Institute heads the meliorative science of the country. In this Institute now work the largest scientists in the field of land improvement, hydraulic engineering and a water management. The history of Institute and history of development of land improvement in Russia are connected closely. The institute has been created on the basis of the Hydromodular part of the Ground attitude division (Central administrative board of land management and agriculture of the Russian Empire). The first name – the State Institute of Agricultural meliorations; the head – Alexey Nikolaevich Kostjakov.

In to become considered some problems which arisen last years before a forestry and have become aggravated in the conditions of an economic crisis. One of the basic questions is definitions of a pattern of ownership and the proprietor in relation to forest resources and the prepared (cutting) wood at various stages forest activity (forestry) and use of forest resources, including wood preparation (cutting). The developed analysis of positions of the forest legislation of the country is given; specific proposals are formulated.

Due to significant anthropogenic basic vegetation violation the plant cover changes can be clearly seen on the macro relief level, where the associations form full ecological ranges from basin divide to river valley. The plant society structure reflects the vegetation tolerance to anthropogenic effects and global climate changes.

The results of relict steppes and foreststeppes researching are represented in the floristic and faunistic variety. There revealed new, rare and disappearing species, which are recommended to the including into the Red Data Books of Russia and Ulyanovsk area; speciesmarkers of cenoses; SPNT (Special Protected Natural Territories) – reservation “Sengilej mountains” are represented too. This reservation is intermediate stage to creation national park.

Sustainable management of hunting grounds in Russia depends on choosing the trends of its development that should be in agreement with a presentday ecological paradigm of nature management. Adaptive forms of hunting ground management in regions with a different level of the impact of man on the environment are justified economically and ecologically.

The offered material reflects gnoseological sight at origin, genesis, a current situation and prospects of development of a geodesy as sciences from philosophical and historical positions. Communication of the given science in the general system of knowledge, including from positions Aristotel categories and later groupings is considered. Historical aspects are in detail stated; examples of the most significant geodesic workings out, including in the Middle Ages, are resulted. TRANSFORMATIONS OF AGRICULTURAL COMPLEX IN THE ALTAI TERRITORY IN POSTSOVIET PERIOD

Character of agricultural lands infrastructural changes in the Altay Territory for last 20 years during various reforming of plant growing and livestock farming are revealed and analyzed. A substantiated conclusion about necessity of long, regular “draft” work on normalization of an effective agricultural production in the region is made.
