Modern world, national and domestic demands on the quality of potable water are vary widely in quantity and concentration of many components. There were reviewed general problems of evaluation and regulation of potable water quality; main features and differences of surface and underground sources of potable water; hydrochemical provinces of underground potable water; analysis of major regulations on international and national standards; advanced requirements for quality assessment of potable water in Russia.

PERFECTION OF MANAGEMENT METHODS BY WATERRESOURCE SYSTEM IN THE CONDITIONS OF LOWERED WATER STOCK (WATER FLOW)

The river drain which serves as the basic supplier of fresh potable water, is distributed extremely nonuniformly both on land territory, and in an annual cycle. Intraannual nonuniformity of a drain is eliminated, as it is known, by its regulation by means of water basins, spatial nonuniformity can be leveled, in particular, association of separate water basins in systems. It allows to increase return of natural water currents and, at the same time, to raise security (reliability) of such return.

ON REACTIVATION OF NATURE CONSERVATION COMMISSION OF THE RUSSIAN GEOGRAPHICAL SOCIETY

In December 2010, St.Petersburg hosted the 14th Congress of the Russian Geographical Society. The congress was opened by the RGS Chairman Board of Trustees, Russian Prime Minister Vladimir Putin. In his address speech to Congress he said about the restoration of nature protection efforts by the RGS Standing Nature Conservation Commission established in 1912. The proposed paper contains a brief description of plenary report on this issue by the author.

STATISTICAL STUDYING OF ENVIRONMENTAL PROTECTION EXPENDITURES: FROM THE BEGINNING TO A CURRENT SITUATION

Article is devoted the analysis of formation and development of statistical studying of environmental protection expenditures in Russia, the USA and the European Union. The situation of the current period is characterised. Major stages of genesis of considered statistics, positive and negative sides are short described. The special attention is given a problem of introduction of the System of Environment and Economic Accounting, other tools of macrostatistical studying of nature protection activity.

Problems of Oil Spill Prevention and response

The paper addresses the problem of oil spills in the fuel and energy complex of Russia as a source of constant pollution of the environment and life support systems of the population. Statistics and concrete examples of oil spills are given in article. The current system of state regulation on the oil spills prevention and response is evaluated. There is given too an assessment of the planned changes in the regulatory legal acts provides in order to improve the effectiveness of such regulation.

Water use in the basin of transboundary Selenga river not only on the Mongolian territory but also in the Russian part of the basin is described in the article. The problems of water use in the basin are studied, the main sources of negative influence are showed and the basic directions of improvement of water use in the Selenga river basin are suggested in the article.
