International Standard for the System of Integrated Environment and Economic Accounting (The continuous of the article. The beginning in bulletin № 4–5, 2014)

At the 43rd session of the UN Statistical Commission (February 28 – March 2, 2012 ) were discussed issues of further development of the System of Environmental and Economic Accounting, SEEA. When this was approved and adopted as an international standard manual – Central Framework, representing compact guide on the practical implementation of this system. This document was translated into Russian authors of this article. Brief analysis of materials Central Framework is presented in this article.

Underground waters are one of sources of water supply and one of the major mineral resources. In the conditions of accruing deterioration of a surface water fresh underground waters are quite often unique source of maintenance of the population the quality potable water, protected from pollution. The satisfaction of current and perspective requirements of the population of Russia in qualitative potable water gets the increasing social and economic value.

The Role of Groundwater in Water Resources in Western Dvina River Basin

The article deals with the evaluation of the role of groundwater discharge in water resources of the river basin of Western Dvina. It is shown that the main factors influencing the formation conditions of groundwater discharge are primarily climatic, geo­morphological, hydrological and hydrogeological conditions of the region. The article also shows that the assessment of formation of groundwater discharge into the rivers is carried out by determining the range of participation of main aquifers. The groundwater withdrawal influences the changing of groundwater flow discharging into the river too.

Objectives of Development the Global Environment Monitoring in Russian Biosphere Reserves

Current state implementation of programs of global environmental monitoring in biosphere reserves was analyzed. There were also identified priorities for development of global environmental monitoring in biosphere reserves, including the organization of inter-agency cooperation, modernization of the research program «Chronicle of Nature in Reserves» and the development of integrated monitoring programs in biosphere reserves.

On the Development of the Concept of Sustainable Development

This article discusses the development of the system, more complete and adequate theoretical and methodological concept of sustainable development capable of more efficient implementation using technologies emerging global socio-economic and human­itarian-noosfer orientation. Theoretical aspects of sustainable development (SD) devoted many publications. Concerns have difficul­ties and setbacks of the strategy of SD. Discussed and analyzed the different causes of the negative consequences of the transition to the model of SD. With regard to the concept of SD, then this issue is receiving insufficient attention yet.
