O.I. Nikitina, the World Wildlife Fund (WWF Russia), E.A. Symonov, the Daurskiy State Biosphere Nature Reserve, the International Coalition «Rivers Without Borders», E.G. Egidarev, Can.Sc. (Geograph.), the World Wildlife Fund (WWF Russia), the Pacific Institute of Geography, the Far Eastern Branch, the Russian Academy of Sciences

The article describes negative social and economic consequences of river floods, estimates floods’ ecological significance, reviews potential environmental risks caused by the dams suggested as a flow regulation measure after the 2013 catastrophic flood in the Amur River basin. There are presented the results of a preliminary evaluation of the floodplains’ storage capacity of the Middle and Lower Amur. It suggests environmental flows as a compensation measure reducing the dam-caused negative environmental impact, and promotes the conservation of floodplains’ natural conditions as a way to alleviate flood-caused damage.

Forest Resources in the System of Environment and Economic Accounting in Russia (The continuous of the article. The beginning in bulletin № 1 and 2, 2015)

A.D. Dumnov, Dr.Sc. (Economy), the National Information Agency «Natural Resources» (NIA-Priroda)

The article examines main approaches and questions of the reflection of forest resources (forest wood, timber) as part of complex System of environmental and economic accounting, SEEA, is the development of a common system of national accounting, SNA, in relation to the natural resources, natural resources use and environmental protection. In the most detailed degree studied the provisions of international standard – Central Framework SEEA in version 2012. There are critically analyzed and discussed the possibility of using these provisions in the conditions of the Russian Federation, including the account of assets of forest wood, solving the problem of the valuation of the relevant resources, etc.
